League of Legends Classic is not only aiming to bring back the experience of Riot Games' early MOBA years, but also to give players a more active role in its evolution. To achieve this, the company introduced The Council, a community voting system through which players will be able to influence certain decisions regarding the future of the mode.

Unlike the occasional surveys Riot has conducted in the past, The Council is part of LoL Classic's progression system and rewards active participation within the game. However, final decisions related to game balance and overall stability will remain in the hands of the development team.
The Council is a voting system integrated into League of Legends Classic that allows players to participate in some of the decisions regarding future content coming to the mode.
According to Riot Games, this system was created to preserve the spirit of League of Legends' early years, when community feedback played an important role in the game's evolution. As a result, players will be able to express their preferences through various votes organized by the studio.
Riot confirmed that The Council will be used to decide specific aspects of LoL Classic's development, including:
However, Riot made it clear that decisions related to game balance, stability, and competitive integrity will remain the responsibility of the development team. In other words, the community will be able to influence the direction of content, but it will not have complete control over every update.

Access to The Council will not be available immediately.
To participate in voting, players will need to progress through LoL Classic's levels, a system separate from the standard League of Legends progression. Only those who reach the required level will gain access to official votes.
This requirement is intended to ensure that decisions come from players who actively participate in the mode and understand how it works.
One of the most notable aspects of The Council is that not all votes will carry the exact same weight.
Riot explained that a player's influence will increase based on the amount of time they spend playing LoL Classic. This means that players who dedicate more time to the mode will have greater influence over voting results.
The company believes this system helps ensure that decisions better reflect the opinions of the most dedicated Classic players, although it has not publicly detailed the exact formula used to calculate voting weight.
LoL Classic will launch with an initial roster of 60 champions, inspired by the earliest years of League of Legends.
From there, Riot plans to gradually expand the roster through future updates, with some of those additions being selected through The Council's voting system.
Official documentation and materials released after the announcement mention several champions that could be included in future votes, including:
However, their arrival will depend on voting results and Riot's plans for future updates.

With LoL Classic, Riot aims to recreate an experience inspired by the game's earliest seasons without turning the mode into a static copy of the past.
The goal of The Council is to allow the community to participate in the mode's evolution while Riot maintains control over game balance and overall quality. This approach enables Classic to continue growing with new content without losing the essence it seeks to preserve.
In the main version of League of Legends, decisions regarding champions, items, and gameplay systems are generally handled exclusively by the development team. By contrast, LoL Classic introduces an additional layer of community participation through The Council.
While Riot will continue making technical and balance-related decisions, the system will allow players to directly influence part of the content coming to the mode. This makes LoL Classic a different type of experience, one in which community participation will play a more visible role in future updates.
